"The decentralization reform is a key reform that will allow appropriate building of state management and create conditions for the development of the civil society, Chairperson of the Verkhovna Rada Volodymyr Groysman said at the meeting with president of the Bavarian Parliament Barbara Stamm on Tuesday.

"We have to consolidate Ukrainian politicians to hold that reform. I believe in success and consider there is no other way. We are one step from the large-scale decentralization," Groysman said.

The Chairperson of the Verkhovna Rada noted that the respective draft constitutional amendments envision "creation of real local self-government based on the principles of subsidiarity." He said the success of the reform would be the fundamental for further successful sector-oriented reforms, in particular, in the field of health care.

In turn, president of the Bavarian Parliament Barbara Stamm expressed confidence in Ukraine's success in the implementation of the decentralization reform.

Groysman also said that to systemically reform internal parliamentary procedures, to increase the quality of legislative support to reforms and efficiency of its work, the Verkhovna Rada of Ukraine was actively cooperating with the Needs Assessment Mission of the European Parliament headed by Pat Cox. According to Groysman, the Mission was sent to Ukraine in compliance with the Memo on mutual understanding between the Verkhovna Rada of Ukraine and the European Parliament dated July 3, 2015.

The Parties discussed intensification of an interparliamentary element of the Ukrainian-German cooperation, and deepening of the regional-level cooperation.

The Chairperson of the Verkhovna Rada thanked the Chancellor of Germany and German Government for their support of Ukraine in conditions of Russia's aggression in the east of the country as well as for their support of internal reforms. In turn Stamm said that with her visit German parliamentarians intended to show their support to the Ukraine's position.
